Application for a permit shall be made by the owner or lessee of the building or structure, or agent of either, or by the registered design professional employed in connection with the proposed work.
- New residential construction
- Commercial development
- Additions to existing structures
- Garages (attached or detached)

- Pole barns (over 100 sq ft)

- Sheds (portable or permanent)

- Applicant supplies a zoning permit if within the mile and ½ of the municipality (Jerseyville, Brighton, and corporate limits of Elsah)
- Permit or letter from the Jersey County Health Dept. (1307 State Highway 109, 618-498-9569 Ext. 3016) for a septic system permit
- See the 911 Coordinator and receive your 911 address if you haven’t done so already (201 W. Pearl, 618-498-5571 Ext. 153)
- Detailed blueprints and a ResCheck are required
- Must supply the license number of the plumber and roofing contractor used
- All contracts for deed must be recorded in the Recorder of Deeds Office (200 N. Lafayette St.)
- If building permit is for a commercial/industrial structure, plans and specifications designed by the architect that is licensed and registered in the State of Illinois are required. The seal must appear on all sheets of the plans and specifications. A ComCheck is also required.
- Flood elevation certificate (if applicable)
- County Code Administrator determines if site, or any portion of the site, is within a floodplain
- Applicable building permit fees
- Copy title or bill of sale of modular/manufactured home including year, make/model, and serial number (per Illinois state statute no mobile home constructed before June 15, 1976 can be brought into the state.
- Value of the Home or square footage
- A site plan indicating the location of the home and distance from all property lines.
- Land owner’s written approval(notarized)
- If land is being purchased contract for deed, it must be recorded in the County Recorder’s office.
- Manufactured/Modular Homes permit requires a copy of the title or copy of Bill of Sale to include year, make, model, and serial number. (See page)
- Cash
- Checks made payable to: Jersey County
Exemptions:
- In order to be exempt, you must personally farm the land, no cash rent.

- A permit for any proposed work shall be valid for 180 days after the date it is issued.
- Expired permits before construction is completed require a written letter stating why the work is not completed and how long it will take to complete the project. The request is to be submitted to the Jersey County code Administrator’s Office for review. Once a determination is made a letter will be mailed either allowing or denying a 3 month extension. Any extension requiring more than 3 months requires a permit renewal fee of one half of the original permit fee. The fee is to be paid prior to any continuing construction.
- Building permit shall be posted
- Call 24 hours prior to needing an inspection. Have a permit number; construction address and owner’s name if available.
- All required inspections are covered under building permit
- Illinois State Plumber (618-656-6680) will do all plumbing inspections
